English:School Life

This is the last year of my primary school life. I started to feel nervous about which secondary school I will study next year. I like my school very much. I am going to miss my friends and teachers. I know it is normal and everyone has experienced it. I still have hard feeling to leave my school soon. Miss Lam, will you remember me when I leave the school next year? I think I will not forget all the time I have spent in this school.

學券制

特首曾蔭權任內最後的一份施政報告終於「出爐」，其中一項有關學前教育的津貼，特首稱之為「學券制」，我覺得他的見解比較難於明白。

建議中的「學券制」，只適用於現在就讀非牟利幼稚園的小朋友，至於就讀私立幼稚園的，一概被拒諸門外。其實，特首一直都鼓勵市民多生育，以改善香港人口老化和素質的問題。而據一項統計所得，大多數就讀非牟利幼稚園的學生，都是來自比較草根階層的小朋友，他們家長的教育程度也比較低，至於就讀私立幼稚園的，他們多來自生活條件較優厚的家庭，如果以優生學的角度來看，政府其實應鼓勵中產家庭多生小孩，因他們有較好的條件來培育小朋友。可是，政府卻一而再，再而三的讓中產家庭只有交稅的份兒，至於福利，真是廖廖可數。

既然大家都是活在同一個天空下，政府應「按人頭」派發學券，至於讀甚麼幼稚園，是否應該給家長一個選擇權利？
